The work consists of cleaning sewer segments to be inspected, inspecting sewer segments by means of closed-circuit television (CCTV), and providing reports of CCTV inspections at locations shown on the contract drawings or as directed by the City or the City's authorized representative. The estimated length of pipe to be inspected is 2,200 feet of sanitary sewer and 1,601 feet of storm sewer. Proposals must be submitted in a sealed envelope, addressed as specified, bearing the bidder's name, address, and a notation that the contents are a proposal for 2026 Roadway Sewer Cleaning and Inspection. The envelope must contain all documents requested in the Proposal's Instructions to Bidders. Each bid must be accompanied by a bid bond, cashier's check, or certified check drawn on a solvent Illinois bank, payable without condition to the Owner in an amount not less than ten percent (10%) of the bid amount. This is to guarantee that the bidder will, within fifteen (15) days after award, execute an agreement and file bond and insurance as required if their bid is accepted. The successful bidder must furnish a payment bond in the full amount of the contract, guaranteeing payment for all materials used and labor performed. Contractors and Subcontractors must conform to the "Public Works Preference Project" Act and pay not less than prevailing wage rates as established by the U.S. Department of Labor and the State of Illinois Department of Labor. Only bids from qualified contractors will be accepted. The right is reserved to reject any or all proposals, waive technicalities, postpone the bid opening, or advertise for new proposals as determined to be in the best interests of the City.
