This is a Request for Qualifications to provide Engineering/Architectural Services for a parking garage funded in part through the U.S. Department of Commerce, Economic Development Administration for the City of Philadelphia/Neshoba County. The Engineer/Architect will be responsible for preparing project cost estimates for application preparation. The Engineer/Architect shall perform all necessary Engineering/Architectural services to properly carry out the activities in the project in accordance with State and EDA prescribed rules, regulations, policies, and State and Federal laws. The project includes preparing project cost estimates, preparing plans and specifications, constructing and distributing bid packets, assisting in bid opening and preparing bid tabulation, conducting pre-construction conferences, conducting work-in-progress inspections, providing all services necessary for execution of the project including consultations, surveys, soil investigations, supervision, travel, "as built" or record drawings, and incidental costs, providing access to all records of the project, and maintaining all records for 3 years after the project is closed. Those desiring consideration should submit qualifications by the specified deadline. Submissions must include: 1) List of qualifications of each staff person assigned to the project; 2) Information regarding the experience of the firm, including types of project activities undertaken; and 3) The number and title of staff available to be assigned to provide services. All submissions will be rated on these criteria (Qualifications 40 points, Experience 40 points, Capacity for Performance 20 points). The contract will be awarded to the responsible offeror whose qualifications are within the competitive range and determined to be most advantageous to the program, with knowledge, skill, experience, and other factors considered. The contract will be on a fixed price basis.
