Renovation of a mixed-use development in Lindenhurst, New York. Completed plans call for the renovation of a restaurant; restaurant; and retail development.

Environmental review services are to be provided on a project-by-project basis, with the scope and level of review depending on the specific improvements proposed and existing site conditions. The selected consultant must demonstrate flexibility and tailor services accordingly, as not all projects will require the same level of review. Some projects may qualify for limited or streamlined review, while others may require more extensive documentation, regulatory analysis, and coordination with state or federal agencies. The final scope for each assignment will be determined by the Village based on project-specific factors. For each assigned project, the consultant is responsible for completing a site-specific environmental review in accordance with the Office of Community Renewal (OCR) Environmental Compliance Handbook. This includes completing the Environmental Compliance Checklist, identifying applicable regulatory triggers, preparing required documentation, and coordinating with relevant agencies as needed. Supporting materials may include SHPO determinations, floodplain documentation, coastal zone consistency reviews, zoning compliance statements, NYSDEC Environmental Assessment Forms, USFWS IPaC species lists, wetlands mapping, and documentation related to lead-based paint or asbestos. The consultant will conduct a site contamination review, including a visual inspection, evaluation of current and historical land uses, and identification of potential environmental hazards. Deliverables include a written summary of findings, a signed determination letter by a qualified Environmental Professional per ASTM E1527 standards, and incorporation of findings into the overall environmental review documentation. Tasks will be initiated through written assignments issued by the Village, outlining the project location, scope of improvements, known environmental requirements, and timeline. Compensation is based on the consultant's submitted pricing structure and adjusted to reflect the actual scope of work required. For each project, the consultant must provide a complete set of deliverables, including the Environmental Compliance Checklist, all supporting documentation, agency correspondence, a site contamination review report, an Environmental Professional certification letter, and a final review package suitable for OCR submission.
