Doc Note: Upon request, one copy of the contract documents and plans will be furnished at no charge as required by SDCL 5-18B-1 to each Contractor who is a South Dakota resident and who intends to bid the project. Bids are invited for the Ohlman Utility and Street Improvements Project and include the following general items of work: approximately 14,530 SY asphalt removal, 4,000 LF of 6" to 12" PVC water main, 6 water service lines, 7 fire hydrant assemblies, various water main fittings, 2,800 LF of 8" to 10" PVC sewer main, 4 sanitary sewer service lines, 8 sanitary sewer manholes, 12 36" area inlets, 8 2'x3' Type B inlets, 8 4'x6' Type B inlets, 1 48-inch storm sewer manhole, 3 60-inch storm sewer manholes, 1 84-inch storm sewer manhole, 2,050 LF of 12" to 30" RCP storm sewer pipe, 2 flared end sections, 9,300LF concrete curb and gutter, 7,600 SF of 4" concrete sidewalk, 27,107 SF 5" concrete sidewalk, 184 SY concrete fillets, 8,600 cubic yards of unclassified excavation, 25,000 square yards topsoil removal and placement, 2,840 tons of asphalt surfacing, 5,200 SY of concrete surfacing, 14,000 tons place city furnished base course, 15,000 SY geotextile fabric, miscellaneous traffic control, miscellaneous, and all related appurtenances to the work. Quantities are subject to increase or decrease. All work is to be performed according to the plans and specifications and at the unit price bid. Bidders must furnish all labor, material, and equipment necessary to complete the project. Each bid must be accompanied by a certified check or bank draft payable to the City of Mitchell, South Dakota, in an amount equal to five percent (5%) of the total bid, or a bid bond in the amount of ten percent (10%) of the total bid. Surety for bid bonds must be authorized to do business in South Dakota. A copy of the bidder's sales and use tax license and excise tax license must accompany the bid, or other appropriate evidence that the bidder and all affiliates have the appropriate licenses. Bidders must comply with all requirements of funding agencies, EPA regulations, Title 40 CFR 33, Executive Order 12138, and meet MBE and WBE goals. Compliance with affirmative action, equal employment opportunity, and the American Iron and Steel provision is required. Not less than the minimum wages as determined by the Davis-Bacon Act must be paid. Other compliance requirements include the contract Work Hours and Safety Standards Act, Executive Order 11375, Copeland Act, Clean Air Act, Water Pollution Control Act, and Section 889 of Public Law 115-232. The Owner reserves the right to reject any or all bids and to waive informalities in the bidding. QA date - 4-7-2026 Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than seven days prior to the date for opening of Bids may not be answered.
