This project consists of complete interior modernization of one two-bedroom living unit and one three-bedroom living unit at Site LA-73-5 (Pine Crest) in Sunset, LA. Modernization includes new exterior doors and frames, exterior storm doors, windows, interior doors and frames, door hardware, flooring wood base and shoe, gas wall heaters, gas water heaters, plumbing fixtures, kitchen cabinets and countertops, synthetic marble tub/shower surround, gypsum wall board, electrical wiring, receptacles, electrical panels, light fixtures, and painting. Work also includes reroofing of four duplex buildings (two buildings at Site LA-73-5 in Sunset and two buildings at Site LA-73-8 in Grand Coteau). Additionally, the work includes removal of existing and replacement with new gas wall heaters at six living units at various sites in Sunset and Grand Coteau, LA. Bids must be submitted in a sealed envelope plainly marked with the project name, contractor's name, and license number. Bidders are requested to pay attention to HUD Document 5370 (11/2006) regarding Section 40 Employment, Training, and Contracting Opportunities for Low-Income Persons, Section 3 of the Housing and Urban Development Act of 1968. Bidding documents require a deposit and will be refunded according to specified conditions. This is a U.S. Department of Housing and Urban Development assisted project. Attention is called to the requirements concerning employment conditions and minimum wage rates to be paid under the contract. The successful contractor will not discriminate against any employee or applicant because of race, creed, color, sex, age, or national origin. The contract will be awarded on a lump-sum basis and must comply with the Louisiana Contractors Licensing Law. No bid may be withdrawn for 60 days after the bid opening. Bids must be accompanied by a bid bond of at least five percent of the base bid, and both performance and payment bonds equal to 100 percent of the contract price are required. The owner reserves the right to reject any or all bids and to waive technicalities and informalities.
