Harbor Scenic Drive (HSD) is a major corridor linking the I-710, multiple terminals, businesses, and waterfront venues, including the Queen Mary, Carnival Cruise Line, restaurants, and hotels. The roadway serves both trucks and passenger vehicles. The project limits are from Ocean Blvd. to the north and Harbor Plaza to the south. The project will replace the end-of-life asphalt roadway with new 20-year-life pavement designed to Port and Caltrans standards to reduce long-term maintenance costs and bring the roadway up to current design requirements. Improvements will include reconfiguring lanes to separate cars and trucks, consolidating and reconfiguring existing ramps, incorporating Intelligent Transportation System (ITS) elements such as dynamic lane-assignment sign boards, changeable message signs, and traffic monitoring. Additional elements include new traffic signs and roadway striping for wayfinding, drainage upgrades with a new storm drain system and treatment devices, and area beautification through landscaping, irrigation, and street lighting.
