Provide all equipment, materials, tools, and labor to modify the existing truck fueling station to restore compliant truck refueling operations at the Air Station. Work includes uninstalling existing piping and equipment from the current truck fueling station and reinstalling reutilized components at a modified offloading module upstream of the supply line cutoff. Existing equipment to be reused includes the trough, load hose and swivel, and portions of piping and instrumentation. New materials to be procured include necessary pipe, fittings, structural steel, gaskets, and stud bolt fasteners. The contractor shall perform lockout/tagout, isolate the load rack line, and assist with drain down as required. The work includes installing a blind flange on the existing 4-inch isolation valve; fabricating one 4-inch stainless steel spool piece to accommodate directional piping changes; fabricating and installing two new pipe supports and equipment stands; and preparing, forming, and pouring two equipment pad foundations using the existing concrete pad for embedment and mounting. The contractor shall install the current load position equipment at the new truck fueling station, including the addition of a flow meter and deadman switch to meet Coast Guard fueling policy requirements, conduct system checks, restore and purge the system, verify functionality of all reinstalled equipment, and clean up the work area. A job safety analysis and safe work plan are required, and all work shall comply with applicable safety, environmental, and operational requirements, with final inspection and acceptance by the Contracting Officer's Representative.
