The work involves the supply of marine hardware and painting supplies as specified in the solicitation. Bidders are required to submit bids only for the items and/or services listed in the Scope of Work. No substitutions are allowed unless prior written approval is received. The bid prices must be firm for the entire contract term and must reflect all addenda issued. Bidders are responsible for including a monetary sum to cover the cost of all items included in the contract. Responsive bids must include completed submittals/attachments as provided in the Vendor Responses. Bids must be submitted electronically via the County’s online bidding system, and late bids will not be accepted. Awarded bidders will be required to submit insurance certificates, W-9 forms, and other specified documents within seven days of notification. Only those bids meeting all requirements and specifications will be considered for award, which will be based on the lowest responsive, responsible bid. The awarded bidder must sign and submit the contract for execution. The County reserves the right to accept or reject any or all bids, waive minor defects, verify information, make multiple awards, negotiate with bidders as needed, and defer or cancel the solicitation if deemed in the County's best interests. "All-or-none" bids will not be accepted unless in the County's best interest, and the County intends to contract with a single firm or multiple firms but not with joint ventures. The County requires valid D-U-N-S and UEI numbers prior to contract award. All questions must be submitted via the County's eProcurement Portal, and no other communications outside the prescribed method are authorized. Bidders must indicate compliance with all solicitation terms or explicitly state any exceptions as specified in the instructions. All bids become the property of the County and may be subject to public disclosure under applicable law. Pre-contractual expenses are not to be included in bid pricing. The bidder must be a properly licensed California State Contractor as required.
