Site work for a water / sewer project in Elwyn, Pennsylvania. Completed plans call for site work for a water / sewer project.

Online sealed bids will be received for the 2026 SDCA Sanitary Sewer Improvements. All bid documents, construction plans, and specifications are available online at no cost to prospective bidders. The successful bidder will be required to pay a fee to the PennBid Program based on the contract award value. Each bid must be accompanied by a bid bond of ten percent of the total bid amount, made payable to Southern Delaware County Authority. Requirements of the bid package include compliance with PA Prevailing Wage Rates, Public Works Employment Verification, various insurance requirements, equal opportunity provisions, Nondiscrimination/Sexual Harassment Provisions, special provisions for Commonwealth contracts, requirements by PA Commonwealth Financing Authority, and submission of payment and performance bonds for 100% of the contract price as well as a one-year maintenance bond for 10% of the contract price. The project is subject to Authority, Township, and State standards, rules, and regulations. The Authority reserves the right to accept or reject any bids and waive any information in the bidding as deemed in their best interest. The project consists of SDCA Sanitary Sewer Improvements throughout various locations in Upper Chichester Township, Delaware County, PA. All work herein specified and on project drawings shall include, but is not limited to all labor, materials, equipment, clearing activities, access roads, stream and wetland crossings for access, grading, landscaping, concrete work, structural modifications, traffic controls, erosion control measures, pavement and surface restoration, bypass or dewatering pumping, signage, and any incidental items thereto as specified in the contract documents and as shown on the drawings All areas disturbed during construction shall be restored to its original condition or better. The Contractor shall be responsible to replace any curb, sidewalk, signage, parking meter, asphalt walking trail, etc. at no additional cost to the owner. No additional monies will be given to the Contractor to restore the site. All pavement restoration areas shall be neat, straight, joint lines. Narrow asphalt strips between curb and trench will not be acceptable. The Work of Project is defined by the Contract Documents and consists of the following: 1. 8" CIPP LINING - Contractor to provide all supervision, technical personnel, labor, materials, machinery, tools, appurtenances, and equipment for the full and complete installation of a CIPP Liner, including, but not limited to, clearing activities, demolition, removal and disposal of items to be demolished or removed, bypass pumping system, erosion controls, restoration, Pre & Post Line cleaning and video inspection, lateral grouting of service re-connections, and any incidental items thereto as specified in the contract documents and as shown on the drawings and anything else required for a complete and proper installation of this item as outlined further in Section 02720 Cured in Place Pipe (CIPP). 2. Manhole Rehabilitation (Base Bid & Alternates A-1 through A-4) - Contractor to provide all supervision, technical personnel, labor, materials, machinery, tools, appurtenances, equipment, clearing activities, demolition, removal and disposal of items to be demolished or removed, bypass pumping system, erosion controls, restoration, and any incidental items thereto as specified in the contract documents and as shown on the drawings and anything else required for a complete and proper installation of this Cementitious Liner as outlined further in Section 02375 Manhole Rehabilitation.
