Demolition and renovation of a mixed-use development in Stover, Missouri. Completed plans call for the demolition of a retail development; and multi-residential development.

The project consists of providing demolition services for seven dangerous or dilapidated residential and commercial structures as part of a Community Development Block Grant (CDBG) project. The contractor is responsible for complete demolition of all structures down to slab or grade (including foundations as required), removal of vegetation overgrowth, removal and off-site disposal of all debris in compliance with Missouri DNR solid waste regulations, site restoration (backfill to grade, compact, seed and stabilize for erosion prevention), dust and erosion control, and traffic/safety measures during demolition. All work must comply with local building codes, CDBG labor standards, and other applicable regulations. Special handling is required for non-friable asbestos-containing materials to ensure they are not made friable, using wet methods, careful mechanical takedown, and manual techniques as necessary. Bidders must submit a completed proposal form, a detailed demolition methodology including handling of non-friable asbestos materials, a list of similar projects with references, an itemized cost proposal, proof of insurance and E-Verify enrollment, and any proposed schedule. Proposals must be submitted in a sealed envelope marked as specified. Proposals will be evaluated based on experience, references, capability, cost, and compliance with E-Verify and Section 3 requirements. The City of Stover reserves the right to reject any or all proposals, waive irregularities, or negotiate with the successful bidder. All work must be completed within 60 calendar days from notice to proceed. Liquidated damages may apply for delays.
