In general, the work consists of demolition of the exterior track and reconstruction of an NCAA compliant replacement track surface, including infield throw and jump areas, to enable hosting of NCAA-sanctioned track and field events. The entire track area will be enclosed with fencing to ensure security and safety. The track infield will be natural turf (seeding by Owner) with irrigation (by Owner) for landing zones for the throws and throw cages for events such as shot put, discus, and hammer throw. The jump areas will feature runways and sand pits for long jump and triple jump, along with space for pole vaulting. The track area will be equipped with lighting to facilitate evening events, and walkway lighting will be installed along all pathways. Footings and foundations for a future enclosed grandstand with seating for up to 500 people, including a future press box, will be constructed. All potential bidders must be certified by the Division of Facilities Development prior to submitting bids on state construction projects over $100,000. All bids from non-certified contractors will be rejected. This project uses a single prime bidding and contracting process. The mechanical, electrical, plumbing, and fire protection (MEP) divisions of work will be bid first, and successful MEP bids must be included in all general prime contractor bids received. The state will enter into a single contract with the lowest, qualified, responsible, certified general prime contractor, who will then enter into subcontracts with the successful MEP bidders. Sealed bids are to be submitted as PDF scanned files via the eBuilder Bidding Portal (preferred), by mail or third-party delivery, or by hand delivery to the specified location.
