Demolition and renovation of a multi-residential development in Liberty, Pennsylvania. Completed plans call for the demolition of a multi-residential development.
Consists of the demolition of four residential structures in Liberty Borough, including utility disconnections; sewer lateral removal and capping; extermination of rodents; asbestos abatement; building demolition and removal of outbuildings, trees, fences; proper disposal of materials; backfill with suitable material; compaction; grading; and all incidentals as required by municipal engineer. Bidders must deliver proposals in a sealed envelope bearing the name and address of the bidder on the outside, addressed to the Steel Rivers COG and marked with the project name. Each proposal must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Steel Rivers Council of Governments and/or Municipality, in an amount equal to ten percent (10%) of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will immediately enter into Agreement after the Notice of Award of the Contract and commence start of construction immediately thereafter. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses. The Steel Rivers Council of Governments reserves the right to waive any informalities or to reject any or all proposals, or any part thereof. Questions Due Date: May 5th 2026, 5:00 PM EDT The project is located within: Liberty Borough. 1.1.1 201 Latrobe Street 1.1.2 221 South Allegheny Drive 1.1.3 309 South Allegheny Drive 1.1.4 2720 Washington Boulevard 1. 201 Latrobe Street Parcel ID: 465-G-191 The property consists of a two-story brick home and garage. o Structure: 2 story Bricked structure o All combustible, decomposable and any other debris or materials must be removed and taken off site to an approved dump site by the contractor. o Any and all rubbish in rear, front and sides of property to be removed. o All private concrete walkways or steps on the property and around the structure must be removed and disposed of at an approved dump site by the contractor. o Concrete basement floors and any other concrete floors withing the structure must be at a minimum broken up or removed and hauled away to an approved dump site by the contractor. o Trees or shrubbery located in the front, side or in the rear of structure to be removed. o All vegetation to be removed. o Sanitary sewer must be exposed and capped off with Alleghany County approval and Borough Engineer inspection, water and gas service must be turned off and capped along with a void inspection must be performed prior to backfill. o Neighboring structures must be kept free and clear of any and all damages, In the event that damages would occur, the contractor is liable and responsible for all cost of restoration and repairs at no extra cost to the owner or Borough. o All surrounding utilities and structures must be kept free and clear of any damages, Contractor is liable and responsible for all damages and repairs needed at no extra cost to the Borough or owner. o Slope final grade from the front of the property to the rear. o The roadways, curb-line and surrounding public concrete walkways must remain undamaged for the duration of the project. If any damage to the roadway, curb-line and surrounding public concrete walkways occurs during demolition the contractor is responsible of any and all repairs at no extra cost to the owner or Borough. 4. 2720 Washington Blvd Parcel ID: 557-L-014 The property consists of a two-story house and garage. o Structure: 2 story wood framed, aluminum and insul brick sided structure. o All combustible, decomposable and any other debris or materials must be removed and taken off site to an approved dump site by the contractor. o Any and all rubbish in rear, front and sides of property to be removed. o All private concrete walkways or steps on the property and around the structure must be removed and disposed of at an approved dump site by the contractor. o Concrete basement floors and any other concrete floors withing the structure must be at a minimum broken up or removed and hauled away to an approved dump site by the contractor. o Trees or shrubbery located in the front, side or in the rear of structure to be removed. o All vegetation to be removed. o Sanitary sewer must be exposed and capped off with Alleghany County approval and Borough Engineer inspection; water and gas service must be turned off and capped along with a void inspection must be performed prior to backfill. o Water service is still on inside of the building, shut off serves more than one house. o There is a pit on the side of the garage that is filled with motor oil, contractor must follow all local, county and state guidelines to properly dispose of all materials and haul offsite to and authorized dumpsite. o Neighboring structures must be kept free and clear of any and all damages, In the event that damages would occur, the contractor is liable and responsible for all cost of restoration and repairs at no extra cost to the owner or Borough. o All surrounding utilities and structures must be kept free and clear of any damages, Contractor is liable and responsible for all damages and repairs needed at no extra cost to the Borough or owner. o Slope final grade from the rear of the property to the front. The roadways, curb-line and surrounding public concrete walkways must remain undamaged for the duration of the project. If any damage to the roadway, curb-line and surrounding public concrete walkways occurs during demolition the contractor is responsible of any and all repairs at no extra cost to the owner or Borough.
