The work consists of a single contract for the investigation of water service line materials by vacuum excavations along various streets within the Erie County Water Authority's Service Area, Erie County, New York. The contract includes the furnishing of all labor, plant, tools, equipment, and specified materials or services required for the project. Instructions to bidders: All bids must be submitted in a sealed envelope to the Service Center Front Desk with the envelope clearly marked as "BID ENCLOSED-ECWA WATER SERVICE INVESTIGATIONS, CONTRACT 3 (PN 202600071)". Only official planholders who have obtained printed copies of the Contract Documents through Avalon are allowed to bid. Each bid must be accompanied by a certified check or bid bond amounting to five percent (5%) of the bid. Bidders are responsible for reviewing all parts of the Contract Documents. Attendance at a pre-bid meeting is recommended but not mandatory. The Erie County Water Authority reserves the right to reject any and all bids or to accept any bid deemed to be in the best interest of the Authority, regardless of whether it is the lowest bid. The project consists of one (1) Prime Contract to include the following: • Exposing and identifying of the existing service line materials by means of vacuum excavation on the Public Side (from existing water line to the curb box) and/or Private Side (from the curb box to the existing meter inside the dwelling). • All restoration work associated with the work listed above, and any other work as outlined in the Contract Documents. • The work is located along various streets, within Erie County. There will be a total of approximately 2,700 addresses to investigate. • Bidders are encouraged to review the Summary of Work, Measurement and Payment, and all other technical specifications.
