Lee County Board of County Commissioners seeks to contract with a qualified consultant to prepare a Project Development and Environmental (PD&E) study, a Design-Build Criteria Package, and provide Owners Representation services for the replacement of the functionally obsolete New Pass Bridge, Big Hickory Pass Bridge, and Little Carlos Pass Bridge across the channels between the Gulf of America and Estero Blvd. The new bridges will accommodate two lanes of traffic, bike, and pedestrian facilities. This project is funded in part or in whole by the Florida Department of Transportation (FDOT) as a Local Agency Program (LAP) project. Interested individuals or firms are instructed to submit, in accordance with specifications, their sealed proposals pertinent to this project prior to the specified date and time to the office of the Procurement Management Director, either electronically via Ion Wave or hand-delivered to 2115 Second Street, 1st Floor, Fort Myers, FL 33901. Hand-delivered proposals must be in a sealed envelope clearly marked with the solicitation name, solicitation number, bidder name, and contact information. Bidders must download the Bid Invitation, complete all required fields and attachments, sign and date the Bid Invitation, and ensure all documents are included as specified. Submissions containing corrupted, unreadable, or otherwise inaccessible documents may be considered non-responsive and may be disqualified from further evaluation. Proposals are to be publicly opened at the Lee County Procurement Management Division office for the purpose of selecting a vendor to furnish all necessary labor, services, materials, equipment, tools, consumables, transportation, skills, and incidentals required for Lee County, in conformance with solicitation documents, including technical specifications and scope of work.
