Quick-build Roadway Improvements; Estimated Cost: $15,879,000.00. Work/delivery is to be performed on Oahu. Question Deadline 04/16/2026 Questions relating to this solicitation shall be emailed to Traci Choi at bfspurchasing@ honolulu.gov. To provide construction services that use simple construction methods, such as roadway markings, signage, modular materials, asphalt concrete speed humps, and asphalt concrete pavement. These services facilitate traffic safety interventions that include, but are not limited to, crosswalk and intersection improvements, lane reconfiguration, bicycle lanes, and traffic calming. A. Pavement Markings. 1. Eradicate existing pavement markings. 2. Furnish and install new pavement markings. Pavement markings may include the use of traffic paint, thermoplastic striping, and/or colored methyl methacrylate. 3. All pavement markings shall conform to the guidance set by the most recent version of the Manual on Uniform Traffic Control Devices (MUTCD). B. Signage. 1. Furnish, remove, relocate, replace, and install new roadway signs. 2. Remove graffiti and adhesives from signs that are in otherwise good condition. 3. All sign installations must meet lateral and height clearances, including new signs that will be posted onto an existing sign post, unless otherwise noted. Contractor shall relocate or replace signage as required to meet clearance requirements. 4. Sign placement shall not obstruct the visibility of nearby signs or beacons. 5. All signage shall conform to the MUTCD. C. Solar-Powered Signage. 1. Furnish, remove, replace, and install new solar-powered roadway signs, including rectangular rapid-flashing beacons (RRFBs) and other traffic signs. 2. Each solar-powered sign shall be a complete assembly. For instance, RRFBs must consist of the supporting structure (post, breakaway post base, sign mounts, cabinet, and solar panel supports), lights and signage, cabinet, solar panel, and all necessary electrical components. 3. Solar-powered signs shall be mounted and assembled per manufacturer specifications. All mounting hardware shall be stainless steel. 4. All solar-powered sign installations must meet lateral and height clearances. 5. Sign placement shall not obstruct the visibility of nearby signs or beacons. 6. All signage shall conform to the MUTCD. 7. Manufacturer shall provide a 3-year Limited Warranty for solar-powered signage, with the exception of the batteries which shall be covered by a 1- year warranty. D. Sign Posts. 1. Furnish, remove, replace, extend, and install breakaway sign posts. 2. Conduct utility clearances for new sign posts. 3. All posts and post placement shall conform to the MUTCD. E. Delineators, Modular Curbs, and In-Street Signs. 1. Furnish, replace, reinstall, and install new delineator bases and posts, modular curbing systems, in-street signs and bases, and other bolt-on modular materials. 2. All bases, delineators, modular curbs, and in-street signs shall conform to the MUTCD. 3. Installation shall be per manufacturer instructions. F. Asphalt Concrete Installations. 1. Install, remove, and adjust asphalt concrete speed humps, speed tables, and raised crosswalks.
