The City of Elgin invites bidders to submit proposals for the "Hemmens Cultural Center Lobby Interior Update." Qualified firms are requested to design and provide full construction documents for the renovation and upgrade of the lobby of The Hemmens Cultural Center. Proposals must be submitted through the City of Elgin’s web portal. The City reserves the right to reject any or all proposals, or any part thereof, or to accept any proposal, or waive informalities if deemed in the city's best interest.
