The project involves the installation of approximately 19,000 linear feet of PVC waterline, 6 fire hydrants, 10 water meter setters, and related appurtenances along Pine Run Road. The work is to be substantially completed within 150 calendar days from the contract commencement and fully completed and ready for final payment within 180 days. Liquidated damages are set at $1,000 per day. Bids must follow a two-envelope submission system. Envelope No. 1 must include required documents listed in the Bid Opening Checklist, including a signed drug-free workplace affidavit, and be properly labeled. Envelope No. 2, labeled "Bid Proposal," must be enclosed within Envelope No. 1. If the documents in Envelope No. 1 are in order, Envelope No. 2 will be opened and read aloud; otherwise, the bid will be returned unopened. Bids must be accompanied by a certified check or bid bond for 5% of the base bid. Bidders are required to have a valid West Virginia Contractor's License. Bidders must comply with Affirmative Action Program Requirements and Goals, Certificate of Non-Segregated Facilities, specific labor standard provisions, the WV Alcohol and Drug Free Workplace Act, Executive Orders related to non-discrimination, and Build America, Buy America requirements. Compliance with prevailing wage rates for the State of West Virginia and Davis Bacon Act federal wage rates is mandatory, and the higher of the two will apply. Positive efforts to subcontract to Disadvantaged Business Enterprises are required. Bids received after the closing time or by contractors who did not attend the mandatory pre-bid conference will be returned unopened. The owner reserves the right to reject any and all bids.
