The project consists of the removal and replacement of sidewalks, curb and gutter, and driveway pavement, as well as other miscellaneous work for the City of Effingham, officially known as "2026 Sidewalk Replacement Program Phase I." Each proposal must include the name of every person or firm interested in the bid and be accompanied by a bid bond, bank cashier's check, bank draft, or certified check for not less than five percent of the bid amount. A surety bond for the full award amount is required. Bidders must use the provided proposal form, submit it in a sealed envelope marked with the project name, and bids may not be withdrawn for 45 days from opening. The City reserves the right to reject any or all bids, waive or not waive any informality, and accept any bid deemed most favorable. Contractors must pay no less than the prevailing wage, comply with the Illinois Wages of Employees on Public Works Act, and adhere to the Illinois Substance Abuse Prevention on Public Works Project Act.
