The purpose of this work is to provide automated electronic fingerprint services for all U.S. Customs and Border Protection employees, contractors, consultants, and applicants. The contractor shall furnish and operate all fingerprinting facilities, provide trained fingerprinting personnel, supply all equipment, and perform secure electronic transmission of fingerprint data necessary to complete the automated electronic fingerprint process. Services include coordinating fingerprint appointments with the Hiring Center, the Office of Professional Responsibility / Personnel Security Division, and the Office of Information and Technology / Workforce Management Division, as well as providing an automated self-scheduling capability that allows candidates to select their preferred date, time, and location. The contractor shall electronically capture fingerprints required for background investigations, maintain a secure web-based data system accessible to authorized CBP personnel, and ensure that all collected and generated data is available for system integration through web services with appropriate identifiers and relationships. The contractor shall provide nationwide fingerprinting services, including locations in the forty-eight continental United States, Alaska, Hawaii, Washington, D.C., Puerto Rico, the U.S. Virgin Islands, Guam, and Saipan. Services are subject to Government needs and funding availability, and the volume of fingerprint requests may vary significantly, including the potential for several thousand requests in a single day, all of which must be completed within the timelines specified in the Statement of Work. The contractor shall also provide a testing environment that mirrors the production system to support system updates and interface changes, allowing CBP to validate functionality prior to deployment.
