The City of Tucson is seeking to select and retain one consultant to provide professional engineering services for the Tucson Water Reservoir and Storage Tank Rehabilitation Program. Services will support the short- and long-term objectives of the program, which include extending the life of existing reservoir and storage tank assets, prioritizing rehabilitation activities, and protecting water quality and public health. The work requires expertise across several disciplines such as civil, electrical, geotechnical, mechanical, structural engineering, coating inspection/testing, diving (underwater inspections), corrosion testing/inspection, drainage/floodplain, public relations, subsurface engineering, and water quality. The scope is delivered through four primary tasks: 1. Continuation of Data Collection & Condition Assessment – including interior inspections, leak testing, cleaning, diving inspections per AWWA C652 standards, physical and performance evaluations, review of outstanding repairs, inspection schedule updates, and preparation of technical reports with cost estimates and recommendations. 2. Reservoir Repair and Rehabilitation Prioritization Recommendations – developing strategic program reports, budget and scheduling requirements, procurement method recommendations, technical support, and annual strategic planning. 3. Reservoir Repair and Rehabilitation Implementation – preparation of design reports, construction documents, cost estimates, support through bidding and construction phase, inspections, project management, review of contractor submittals, and change orders. 4. Supplemental Engineering Services – as needed, to include utility coordination, geotechnical investigations, corrosion control analysis, environmental review and permitting, remediation, post-design support, and technical tasks in support of the program. The selected consultant will coordinate closely with Tucson Water staff, maintain schedule adherence, provide frequent updates, maintain documentation and QA/QC processes, and deliver all required reports and documents in professional and electronic formats. Compensation will be based on a negotiated fee schedule, with monthly invoicing and direct expense reimbursement at cost with no markup. Instructions to bidders: - Familiarize yourself with the full requirements of the scope of work, laws, regulations, and all potential factors affecting contract performance. - All submittals must be on specified forms, include a signed offer form, acknowledgment of all solicitation addenda, and responses to all evaluation criteria. - The statement of qualifications must be organized and include all requested information and forms. List any subcontractors to be used, including their qualifications. - Offerors are responsible for all costs of preparing and submitting their qualifications. - Only one statement of qualifications will be accepted from any one firm or entity. - All correspondence and questions must be directed to the designated Contract Officer. Responses shall not be considered unless submitted as specified. - Register with the City’s Business Services Department and obtain a City of Tucson Business License or a written determination of exemption. - Confidential information requests must be clearly marked and justified. Pricing will not be held confidential. - Any exceptions to contract provisions must be clearly identified and submitted as required. - Failure to follow submission instructions may negatively impact evaluation.
