This design-build project consists of constructing a 45,025 square foot Communications Squadron headquarters facility. The facility will include a reinforced concrete foundation, concrete slab, structural steel frame, and a standing seam metal roof and exterior. Portions of the facility must comply with Intelligence Community Directive 705 criteria and standards and be compatible with applicable Department of Defense, Air Force, and base design standards. Local materials and construction techniques shall be used where cost effective. The facility will be designed to withstand wind loads and seismic effects in accordance with applicable codes and design guides and will include a 500-kilowatt generator authorized by Air Force Manual 32-1062. The project includes all supporting facilities required to provide a complete and useable installation, including site improvements, utilities, communications, pavements, parking areas, and sidewalks. The facility will be designed as permanent construction in accordance with Department of Defense Unified Facilities Criteria 1-200-01 and will comply with antiterrorism and force protection requirements in accordance with Unified Facilities Criteria 4-010-01. The procurement will be conducted as an unrestricted, one-step best value trade-off request for proposal, with award based on a negotiated firm-fixed-price contract considering both technical and price factors.
