Written Inquiry Submissions Due: April 13, 2026 CVSan anticipates a project scope that includes various upgrades and repairs to its sewer system as part of the proposed project. The upgrades will include the rehabilitation or replacement of 13 pipeline segments using pipe bursting or other recommended trenchless or open-cut methods, totaling approximately 1,991 linear feet of existing 8-inch diameter sewer main at various locations throughout Castro Valley; upsizing of existing 6-inch diameter sewer mains to 8-inch diameter mains over approximately 1,768 linear feet at various locations throughout Castro Valley; one spot repair of an existing 8-inch diameter sewer main; inspection and condition assessment of existing maintenance holes within the project limits; and development of recommended maintenance hole rehabilitation measures (such as coating, frame and cover replacement, grade adjustments, manhole base channel reconstruction), where applicable. The Proposer shall provide professional engineering services necessary to prepare complete, accurate, and biddable construction documents, including plans, specifications, and an engineer's opinion of probable construction cost. Services include review of available record drawings, GIS data, and CCTV inspection records; field investigations to verify existing conditions; and topographic and boundary surveying as needed to support design. The Proposer shall identify and evaluate potential conflicts with existing utilities, surface improvements, and site constraints, and incorporate appropriate design solutions. The Proposer shall prepare and submit design deliverables at key milestones, including 60 percent, 90 percent, and final 100 percent construction documents. Each submittal shall include plans, specifications, and updated cost estimates, and shall be subject to CVSan review and comment. The Proposer shall incorporate CVSan comments and resubmit revised documents in a timely manner. During the bid phase, the Proposer shall assist CVSan by responding to bidder questions, preparing addenda, and attending the pre-bid meeting. During construction, the Proposer shall provide engineering support services, including attending the pre-construction meeting, reviewing material submittals for conformance with the design intent, and responding to Requests for Information (RFIs) within an agreed-upon timeframe. All deliverables shall be provided in both electronic and native file formats, consistent with CVSan standards. The Proposer shall adhere to a mutually agreed-upon project schedule and promptly notify CVSan of any anticipated delays or issues that may affect scope, schedule, or budget. Proposals must include the following: a description of the approach and methodology for accomplishing the scope; professional qualifications and references (with at least one from a public agency and details of previous similar work); firm organization and project team information with roles and relevant experience; a proposed project schedule; and a staff position cost table with all associated costs. Proposers should respond to the evaluation criteria outlined by CVSan, ensuring adherence to instructions, demonstrated experience, quality of personnel, understanding of the scope, adequacy of staffing, cost proposals, and any value added.
