The project consists of the installation of a full trash capture device on Orange Avenue near Rizzo Avenue in Castro Valley, Alameda County, California. The work generally includes implementing water pollution control and job site management, designing and implementing a trench and excavation shoring plan, implementing traffic control measures, providing and implementing a de-watering system and temporary underground pipe bypass, demolition and removal of asphalt concrete, aggregate base, reinforced concrete pipe, and existing manhole structure, off-haul and disposal of excavated material, furnishing and installing reinforced concrete pipe, constructing a new cast-in-place underground reinforced concrete diversion structure, coordinating and arranging delivery, unloading, and installation of the trash capture device, constructing reinforced concrete pipe collars, and furnishing, placing, and compacting structure backfill, Class 2 aggregate base, and asphalt concrete, as well as miscellaneous work necessary to complete the project. All labor, materials, tools, equipment, mechanical workmanship, transportation, and services are to be provided as required. All work must comply with applicable Local, State, and Federal laws, rules, and guidelines, including prevailing wage regulations. Only contractors properly registered and licensed as required by law may submit bids. The project encourages the participation of disadvantaged/minority/women-owned business enterprises and the hiring of local apprentices. All bidders must comply with the California Air Resources Board In-Use Off-Road Diesel-Fueled Fleets Regulation and submit required Certificates of Reported Compliance. Failure to attend the mandatory pre-bid networking/contractor conference will result in rejection of the prime contractor's bid proposal. The Board of Supervisors reserves the right to reject any or all bids and any or all items of such bids.
