QA date add as per AGENDA Sealed bids are invited for the award of a Contract for BID NO.: 2526-04 Roof Repairs - Phase 3. All bids shall be made and presented only on the forms provided. The Contract Time is 100 days. Contractors should consult the General Conditions, Supplementary Conditions, and General Requirements regarding Milestones and Liquidated Damages. Additive and deductive bid alternates are referenced. Instructions to bidders stress that bids must be received at the designated location and by the specified time, be submitted on District forms, and include a list of designated subcontractors. Each bidder's bid must be accompanied by acceptable bidder's security in an amount not less than ten percent (10%) of the maximum bid as a guarantee. The successful bidder must furnish separate payment and performance bonds, each equal to 100% of the contract amount, and insurance certificates prior to contract execution. All contractors and subcontractors must comply with prevailing wage laws, and all payroll records must be submitted electronically to the Labor Commissioner. No bid may be withdrawn for ninety (90) calendar days from the date set for opening bids. The District reserves the right to reject any or all bids or to waive any irregularities or informalities. Where applicable, Disabled Veteran Business Enterprise (DVBE) requirements apply. Bids not strictly conforming to the contract documents will be rejected. Each bidder must also submit a list of the designated subcontractors with their bid on the provided form. Securities may be substituted for retention as allowed under state law. Bidders must ensure timely and proper delivery of bids to the specified location. No telephone or facsimile machine will be available at the District premises for bidders at any time. Pre-qualification requirements: Prequalification of bidders is mandatory for projects using specified State funds or involving expenditures of $1,000,000 or more. Prospective prime contractors must submit prequalification documents on District-provided forms by the specified deadline. Mechanical, electrical, or plumbing (MEP) subcontractors with certain license classifications must also be prequalified. Each bidder must be licensed to perform the work called for in the Contract Documents and possess a valid and active Class C-39 License at the time of bid and throughout the contract duration. Subcontractors must be appropriately licensed for their trades. All contractors and subcontractors must be registered and qualified to perform public work as required by California law. There will be a mandatory pre-bid conference and job walk for all bidders; failure to attend in full will result in the bid being returned unopened. Bid security and appropriate bonds must be provided as specified. DVBE program requirements may also apply, and forms are included in the bid package.
