We are seeking proposals for residential and commercial solid waste collection to be provided to our community. The selected vendor will be responsible for baseline residential services, scheduling and billing for residential bulky item pickup and disposal, commercial dumpster services, and billing commercial customers. The contractor shall provide curbside collection and disposal of household garbage generated by all residential dwellings within the incorporated areas of the City. Collection shall occur once per week per residence. For residents who are handicapped or elderly and unable to place their carts at the curb, behind-the-house collection must be provided. The contractor shall provide one rolling cart with a hinged lid and a capacity of not less than 90 gallons to each household. All carts must be of a uniform color approved by the City. For commercial customers, collection and disposal of garbage shall be provided within the incorporated areas of the City, with options for rolling carts or dumpsters. Collection shall occur one to four times per week, depending on customer needs, with appropriately sized containers for each account. The contractor may provide services for multi-unit residential complexes using individual rolling carts or dumpsters. The contractor must maintain reliable, presentable, and safe equipment. The City will bill and collect payments for residential services, while the contractor will handle commercial billing and remit the required franchise fee to the City. The contractor must maintain an inventory of containers for replacement, submit a holiday schedule with the proposal, and ensure missed collections are made up within two days. Proposals should detail recycling opportunities and any price increases over the contract term. Compliance with all laws and proper insurance is required, including workers' compensation and general liability. The contractor must indemnify the City and furnish a performance bond equal to the full contract price. Bids may not be assigned or transferred without written permission. The City reserves the right to accept or reject any or all bids, waive technicalities or informalities, and award the contract in the best interest of the City. Sealed bids are to be submitted by the deadline and will be publicly opened and read aloud. The city council will review and evaluate all proposals, and the selected vendor will be notified after the evaluation process. Supplemental information may be sought from applicants as needed.
