The work consists of providing professional engineering and design services for the Holmes Valley Road Gateway Project. Required services include roadway design, drainage and stormwater design, utility design, preparation of plans and specifications, engineering studies and reports, construction engineering, bid support, and grant-compliant construction oversight. Firms are not permitted to perform both design services and construction engineering services on the same project. Consultants must comply with all audit, recordkeeping, documentation, and compliance requirements imposed by the grant agreement. Grant-funded services will be on a cost reimbursement basis, with appropriate documentation required for all invoiced costs. Consultants are required to cooperate with audits or inspections conducted by the County or state agents. Submittal instructions: To be considered, submit an original, four hard copies, and one digital copy (in PDF on a thumb drive) of the RFQ package in a sealed envelope or package, marked with the respondent’s name, address, and the words "RFQ 2026-01 Engineering and Design for Holmes Valley Road Gateway Project," addressed to Washington County BOCC, c/o Kimberly Birge-Gorman, 1331 South Boulevard, Chipley, FL 32428. No faxed, electronic, or oral submissions will be accepted. It is the firm's responsibility to ensure timely receipt in the Administration Office. Late submittals will not be considered.
