Support, maintenance, and emergency repair of industrial control systems (ICS) for District-owned electrical and mechanical systems, including but not limited to: system design and engineering for control system architecture for all utility systems (power, water treatment and distribution, chilled and hot water, air handling, waste management); development of complete electrical schematics and control panel layouts; comprehensive design, fabrication, assembly, and factory testing of control panels and cabinets; development, deployment, and commissioning of PLC and automation controllers; design and implementation of SCADA/HMI solutions; turnkey installation, integration, and calibration of instrumentation and control equipment; seamless integration of controls with field equipment; full lifecycle support from installation and startup to operational support; complete network infrastructure design, build, and deployment for automation systems; cybersecurity implementation from assessment through ongoing monitoring; enforcement of electronic access control and compliance with Owner’s cybersecurity and physical Security Standards; comprehensive system and component testing, field commissioning, and validation for all utility automation; full acceptance testing lifecycle, including Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and startup support; creation and delivery of complete as-built documentation, user manuals, maintenance procedures, and operator training; delivery of all source code, schedules, licenses, firmware, installers, database files, tag lists, alarm lists, and passwords in a secure format to the Owner at project end, supporting future security audits and disaster recovery.
