The City seeks the services of a qualified consultant team to lead, develop, and deliver a planning and feasibility study that will provide preliminary planning, goals, guidance, and focus for a future bridge project. The project involves either providing full Active Transportation mobility and accessibility for all transportation modes at the location of the existing Division Street / State Route 536 Bridge over the Skagit River or finding alternative means to facilitate such mobility and accessibility at a suitable, nearby location. The study's key goal is to support planning for long-term community transportation needs and prepare financially for future capital improvement projects related to the bridge. The consultant team is required to identify reasonable alternatives based on existing conditions, anticipated future land uses, and transportation needs. The team will perform an alternatives analysis to highlight important planning and decision factors and provide momentum for funding, permitting, and design phases. Public involvement and stakeholder engagement must be organized and led by the consultant, with multiple methods for outreach and an emphasis on language accessibility to meet current State of Washington standards for Limited English Proficiency (LEP) individuals.
