Site work for a water / sewer project in Sour Lake, Texas. Completed plans call for site work for a water / sewer project.
The project involves the replacement of approximately 12,954 linear feet of existing deteriorating water lines composed of cast iron (CI) and asbestos cement (AC) pipes with new PVC waterlines. Installation methods will include a combination of open cut and directional boring across various streets, as well as all necessary improvements for a complete installation according to the technical specifications. The deadline to ask questions is 4/14/2026 8:00 AM CST All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Bidders must submit sealed bids containing all necessary materials, equipment, superintendence, and labor required for completion. Each bid must be accompanied by either a certified or cashier's check drawn on a Texas bank made payable to the City of Sour Lake, or a bond executed by a surety authorized in Texas, amounting to not less than five percent (5%) of the total bid. Bids must use the form supplied in the contract documents, and a Contractor Qualification Statement is required with each submission. Bids may be retained for up to 60 days for review and qualification investigation before the contract is awarded. All contractors and subcontractors must have active registration in the System for Award Management (SAM.gov) and must not be debarred, suspended, or otherwise ineligible for participation in federal assistance programs. Section 3 of the Housing and Urban Development Act of 1968 applies, mandating the hiring and subcontracting objectives to Section 3 Residents and Business Concerns. Minority, Small, and Women Business Enterprises, as well as labor surplus area firms, are encouraged to participate.
