Site work for a water / sewer project in East Moline, Illinois. Completed plans call for site work for a water / sewer project.
The Project involves the replacement of lead water services from the water main to the water meter in the house of 482 houses throughout the City of East Moline. Any awarded contract is expected to be funded in part by a loan from the Illinois Environmental Protection Agency, and the procurement will be subject to various regulations, including the Procedures for Issuing Loans from the Public Water Supply Loan Program, the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act, and the federal "Build America, Buy America Act" requirements contained in the Infrastructure Investment and Jobs Act. Bidders are required to comply with affirmative effort policies at least sixteen days prior to bid opening, and instructions for registration, document examination, bid bond submission, and validity period (60 days) are provided. Bidding documents are available only through the designated city website, and all official communications will be provided there. Question Deadline 04/28/2026 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to the Engineer in writing.
