This is a sources sought notice for construction services to support a Design-Bid-Build project to construct a facilities complex for the 2nd Marine Raider Battalion Headquarters and subordinate companies at Stone Bay, Marine Corps Base Camp Lejeune. The project, P-1550 SOF Marine Raider Battalion Company and Team Facilities, consists of new construction of multiple single-story facilities and supporting infrastructure to support operations, training, administration, communications, intelligence, and storage functions. The scope of work includes construction of approximately 6,815 square meters (73,400 square feet) of Special Operations Forces Marine Battalion Operations, Supply, Communications, and Intelligence facilities; 11,812 square meters (127,200 square feet) of Company Headquarters and Team Facilities; and 1,635 square meters (17,600 square feet) of Company Storage Buildings, along with miscellaneous supporting structures. Site work includes utilities, parking areas, roadways, pedestrian walkways and sidewalks, and associated improvements. The buildings will be steel-frame construction with brick veneer over metal studs, standing seam metal roofing, metal soffits, and translucent wall panels. Special construction features include pile foundations, surcharged sites, wetlands mitigation, and implementation of stormwater best management practices. The project also includes construction of a telecommunications duct bank extension from the project site to the Stone Bay telecommunications exchange building (RR134), including approximately 300 linear feet of directional boring beneath wetlands. The magnitude of construction for this project is between $100,000,000 and $250,000,000. The Government intends to use this notice to assess the availability and capability of qualified small business concerns, including HUBZone, 8(a), SDVOSB, VOSB, and WOSB firms, and to gather public input regarding the potential use of a Project Labor Agreement.
