Site work and new construction of a mixed-use development in Tracy, California. Completed plans call for the construction of a 28,000-square-foot library; educational facility; and for site work for a educational facility.

Question Deadline: 12:00 p.m. on Monday, April 20 , 2026. The District is seeking qualifications and proposals from qualified providers of lease-leaseback construction services for the construction of a new multi-purpose and library building replacement project at Monte Vista Middle School, located at Carlton Way in Tracy, San Joaquin County, California. The successful Contractor will finance the construction of the Work through a lease-leaseback arrangement, and the District will pay for construction and financing through equal monthly sublease payments. The project requires an open book policy for all contract costs, and is subject to prevailing wage requirements and Department of Industrial Relations compliance monitoring. Proposing Contractors must attend a mandatory pre-proposal conference and be prequalified pursuant to specified California statutes by submitting an application through PQBIDS. Proposals must be delivered in the specified format (one original unbound hard copy, one electronic copy on a flash drive, and six bound hard copies) to the designated District address by the stated deadline. Only hard copy submissions will be accepted. By submitting, Contractors agree to all terms, conditions, and requirements of the request and contract documents, as may be amended by addenda. The District reserves the right to postpone, cancel, or reject all proposals. No District project labor agreement applies to this contract. Facsimile (FAX), e-mail, or electronic copies (other than the above) of the proposal will not be accepted. Only hard copies will be accepted. Proposals not received by the deadline or in the proper format will be returned unopened. Scope The Scope of Work isthe construction of approximately 28,000 square feet of new modular building facilities (Slab-on-grade Foundations Only) on an approximately 1.6 acres District owned site located at 751 W. Lowell Ave., San Joaquin County, California. The Multi-floor Project which includes approximately 28,000 square feet of spaces, including an MPR, indoor and outdoor Stage, boys’ and girls’ locker rooms, music facility, full-service Kitchen, Library and elevator/stairs, must be a modular construction with modular components such as walls, floors, roofs, etc., as separate site delivered components. Site demolition of existing facilities, utilities up to POC and other site improvements are by Others under the Increment 1 contract. The Contractor whose proposal is determined to offer the best value to the District pursuant to this RFPQ must execute the Lease-Leaseback Agreement, the Site Lease, and the Sublease prior to the Board’s award of the Contract to Contractor. All Work must have DSA approval prior to calculation of the Total Sublease Amount (see Section III.D.1, above). The modular building(s) that will be installed as part of this project is within the scope of the Contract, and all procedures in the Contract Documents for subcontracting (including but not limited to Section IV.E, below) must be followed. The Contract will include all work for the modular building work as identified in the following Table:
