The County is seeking experienced professional architecture firms to provide pre-design and architectural services for a new juvenile justice center to be constructed on the site of the existing Remann Hall Juvenile Detention Center in Tacoma, Washington. The selected firm will complete pre-design, including alternative analysis, and submit deliverables to the Owner for decisions on project delivery methodology. The project requires expertise in designing family and/or juvenile courtrooms, administrative and support spaces, and secure juvenile detention facilities utilizing Trauma Informed Design practices. The primary building functions include juvenile court and dependency services, probation and diversion services, detention services, and administration services. The design must accommodate the continued operation of current functions during construction, and the team should be prepared for possible phasing, demolition, hazardous material surveys, and site surveys. Experience in scope and budget development, design, permitting, bidding, construction administration, and project closeout is essential. The consultant team should address all necessary tasks to satisfactorily complete the project and is encouraged to suggest expertise, creative ideas, and best practices applicable to this project. Resource conservation and sustainability priorities, such as compliance with Washington Clean Building Standards and maximizing energy and water efficiency, should be incorporated.
