This is a solicitation for the establishment of a Blanket Purchase Agreement (BPA) for on-call airfield runway friction testing services. Services are to be provided for three runways at Laughlin Air Force Base, Texas, and one runway at Spofford Auxiliary Airfield. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform runway friction testing in accordance with the standards outlined. The contractor shall conduct testing at specified runways using FAA-approved Continuous Friction Measuring Equipment (CFME) and comply with FAA Advisory Circular 1505320-12C and applicable ASTM standards (such as ASTM E274, E1551). Testing is to be performed under wet conditions, with controlled water depth as specified in the standards. Timely reports on friction testing results, including maintenance recommendations for rubber removal, must be provided. All testing must be completed within 72 hours of airfield access approval, during non-flying hours. Prices are to be firm-fixed-price per order and must be provided as part of the quotation, with an annual pricelist update. Only authorized Government representatives may place orders against the BPA, and each order cannot exceed the Simplified Acquisition Threshold of $350,000. Technical proposals should address the companys understanding of the requirements, equipment and personnel certifications, performance schedule and coordination, and quality control measures. Price reasonableness will also be evaluated. Quotes must include a cover letter, technical proposal, price quote, any prompt payment discount terms, and length of time the quote is valid, and should be submitted in PDF format.
