Renovation of a detention facility in Lynchburg, Tennessee. Completed plans call for the renovation of a detention facility.

Clarifications requested by bidders must be in writing not less than 7 days before date set for receipt of bids. Project consists of providing renovation of the existing Kitchen and Intake areas, roof and ceiling repairs, and modifications of existing program space for female housing. Work will include the alteration of sprinklers, HVAC, plumbing, and electrical within the existing areas. All bidders must be licensed contractors in the State of Tennessee in accordance with State regulations. No bid will be opened unless the outside of the sealed envelope containing the bid provides the name, license number, date of license expiration, and the classification of the contractors applying for the prime contract and for electrical, plumbing, heating, ventilation, and air conditioning contracts (if applicable), except when the bid is less than twenty-five thousand dollars ($25,000). For such bids, only the name of the contractor may appear on the outside of the envelope, but if the bid is in excess of twenty-five thousand dollars ($25,000), it will be automatically disqualified. Designation of prime contractor bidders for electrical, plumbing, heating, ventilation, and air conditioning (if applicable) must be on the outside of the envelope. Failure to comply will void the bid. In joint ventures, each party must provide this information. All bidders must comply with the Contractors Licensing Act of 1976 and as amended (TCA Title 62) and the Tennessee Contractor's License law Section 62-6-119 (Bid documents-Required disclosure by bidders) when submitting bids. All bidders must adhere to Title VI of the Civil Rights Act of 1964. All bids must be made out on the Bid Form bound in the contract documents. Bids will not be opened from bidders who have not registered with the Engineer and are on the bidders list. Each bidder must deposit security in the amount of five percent (5%) of the bid. A Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract amount, will be required for the successful bidder. No bidder may withdraw their bid within sixty (60) days following the opening. Employees of the selected contractor must have a background check performed prior to entering the facility for work. Background checks will be provided by the Jail. Bids must be received by 1:00 P.M. Central Time at the Jail to be considered.
