The work consists of providing professional and technical services for the design, permitting, and construction of an aerated static compost system at the Mansfield Transfer Station. The intent is to support the Town's efforts to increase capacity for composting residential food scraps by replacing the current windrow compost pile with an aerated system. The successful consultant must have experience with aerated static compost designs and all work must be under the direction of a professional engineer and landscape architect licensed in Connecticut. Consultants are expected to be familiar with applicable state and federal regulations. The scope includes preparing an engineered plan for the compost system, which may involve expanding the active composting area, currently 25,959 square feet, to accommodate increased capacity. Conditions for bidders include maintaining sufficient resources for task continuity and timely response; providing a Certificate of Non-Collusion; compliance with Connecticut state law and Mansfield ordinances; and adherence to insurance requirements. Required submission materials include a letter of interest, firm experience and references, staffing and management plans, demonstration of project understanding, resumes and state certifications of key personnel, a certificate of non-collusion, and an acknowledgment of addenda. Proposals will be evaluated on firm experience, service delivery, personnel qualifications, relevant licensing, references, and understanding of the project and local area. The Town reserves the right to short-list, interview, clarify, accept or reject proposals, negotiate terms, change the scope, or cancel the process at any time.
