The traffic paint must have a guaranteed drying time of five minutes or less, with no exceptions. The right is reserved to accept any bid or any part or parts thereof or to reject any and all bids. The contract award shall be made to the lowest responsible bidder whose bid properly addresses and complies with the invitation and is most advantageous to the City of Galesburg, considering price and other factors.
