Site work for a civil project in Irvine, California. Completed plans call for site work for a road / highway; and water / sewer project.

The work to be performed shall include, but not be limited to: mass grading, sewer, water, storm drain, dry utilities (e.g. electrical, gas, telecom), and street improvements. The project is located in the City of Irvine, County of Orange, nearest cross street Portola Parkway and Jeffrey Road. Contractors and subcontractors must comply with the Community Workforce Agreement (CWA) between the City and the Los Angeles/Orange County Building and Construction Trades Council, including requirements related to labor relations, local hiring goals, union registration, and pre-job conferences. Plans and specifications can be obtained from the City of Irvine website after supplier registration. Bids must be submitted online via the BidsOnline system by the specified deadline. A mandatory pre-bid meeting is required for all bidders. The project is subject to prevailing wage laws and all relevant California Labor Codes. All contractors and subcontractors must be registered with the Department of Industrial Relations (DIR) prior to submitting a bid and throughout project performance. A signed Letter of Assent to the CWA must be submitted with the bid proposal packet. Bids from unregistered contractors will be deemed nonresponsive. Contractors must also register and list their workers with the appropriate union hall as per the CWA provisions. Firms must check the website periodically for addenda and acknowledge receipt in their bid submittal, or risk disqualification. Pre-qualification requirements: All General Contractor Bidders must have been pre-qualified for the Project according to the letter dated September 2, 2025 from City of Irvine received by each Pre-qualified Bidder. The contractor must hold a Class A license at the time of submitting the bid. All contractors and subcontractors must be registered and qualified to perform public work according to Labor Code Section 1725.5. The project is subject to the Community Workforce Agreement and bidders must submit a signed Letter of Assent with the bid proposal packet. A Pre-Job Conference must be held prior to any work being done, attended by all subcontractors, and the contractor must submit required union-related forms and employee lists in advance of work commencement.
