The project generally consists of hauling and placement of WMA paving and milling work within the Rossmoyne Manor Development and Appleton Street, with approximately 5400 tons of 9.5-mm wearing course, 2600 tons of 9.5-mm scratch/leveling course, and 260 tons of 25-mm base replacement. All asphalt, purchased by the Township, is to be supplied by New Enterprise Stone & Lime Co., Inc. through COSTARS. The work includes 63,200 SY of paving fabric and approximately 63,200 SY of milling at various depths. Storm water piping consists of 80 LF of 42-inch SLCPP, 230 LF of 24-inch SLCPP, 30 LF of 18-inch SLCPP, and 580 LF of 15-inch SLCPP, with 22 inlet boxes (supplied by the Township) and 2 inlet boxes cast-in-place (supplied by the Contractor) in the Cliffs Development. Additionally, 38 ADA ramps are to be constructed between the Cliffs Development, the Linden Gardens Development, and the Cressman Manor Development. All bid proposals must be properly executed in ink without alterations and must be complete. They must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid. The successful bidder will be required to post a performance bond in the amount of one hundred percent (100%) of the bid price. Specifications and bid forms may be obtained at no cost from the offices of Lower Allen Township. If the anticipated project cost is at least $25,000, Pennsylvania prevailing wages under the Pennsylvania Prevailing Wage Act will be required. The Board of Commissioners reserves the right to reject any or all bids or parts thereof and to waive any defects or irregularities in the best interest of the Township.
