HVAC upgrades at the John Day Dam Powerhouse, including complete replacement of the primary chilled water system and installation of secondary chillers serving the majority of the powerhouse galleries. The work includes demolition and removal of existing systems and installation of four new chiller skid packages totaling approximately 600 tons of refrigeration capacity, new electrical feeds, chilled water pumps, piping, air handler units, and selective reuse of existing components. All systems shall be integrated into a new automated digital HVAC control system. Half of the new systems will be water-cooled and half air-cooled, including installation of roof-mounted air-cooled condensers with required roof penetrations, piping, and building modifications. Additional work includes new intake and exhaust ducting to prevent smoke propagation, fire protection measures at all penetrations, full integration of HVAC and building fire protection systems with replacement of pneumatic controls, provisions for free cooling using outside air, modifications to intakes and louvers for smoke ventilation, installation of localized HVAC units such as mini-splits, and integration of all systems into centralized controls. The project requires extensive structural modifications, potential asbestos abatement and lead mitigation, and performance of work in an active operational powerhouse with significant electrical and safety constraints. All refrigerants used must not be subject to future phase-out schedules. The estimated magnitude of construction is between $25M and $100M.
