Sealed bids are invited for the 1000 W Roadway Improvements project, located in Warren County, Indiana, which consists of cement stabilization of 1000 W from State Road 26 to W 650 N. Bids must be enclosed in a sealed envelope with the project title and bidder's information, and submitted on the bid forms specified in the contract documents. Each bid must include a certified check or bidder's bond for not less than five percent (5%) of the total bid amount, payable to the owner. Approved performance and payment bonds for 100% of the contract price, executed by an acceptable surety, will be required at contract execution and must remain in effect for the contract term plus twelve months following substantial completion. Bids must be properly executed on forms included in the contract documents and must include all information requested by Indiana Form 96 (Revised 2026). If the project is $150,000 or more, a written plan for an employee drug testing program compliant with IC 4-13-18-5 and IC 4-13-18-6 must be submitted with the bid. Bidders are responsible for inspecting the project site(s) and thoroughly reviewing all contract documents and specifications. Failure to do so does not relieve the bidder of obligations related to the bid. The owner reserves the right to reject any or all bids, to accept any bid or combination of bids, and to waive informalities in bidding. Bids may be withdrawn before the scheduled opening but not for at least sixty (60) days after the scheduled closing time for receipt of bids. The owner may require additional information to determine a bidder's qualifications and may reject a bid if the evidence does not satisfy the owner that the bidder is qualified to fulfill the contract obligations.
