The City of Santa Cruz Water Department is soliciting Statements of Qualifications from Construction Management firms for the Graham Hill Water Treatment Plant Facility Improvements Project. The project is a progressive design-build effort with a construction value exceeding $100 million, to be performed at an active water treatment facility. The scope includes project management, construction management, and inspection services. The purpose of this solicitation is to pre-qualify three to four consultants for a subsequent Request for Proposals for Construction Management and Environmental Services During Construction. The contract will require the consultant to provide all necessary tools, equipment, materials, tax, apparatus, facilities, labor, transportation, supervision, and management not provided by the City. The work will support the replacement and substantial upgrade of water treatment processes and infrastructure to improve reliability, meet regulatory requirements, and ensure uninterrupted operations during construction. The project is planned to start in the first quarter of 2027, with an expected duration of four years. Bidders should demonstrate experience in similar construction management projects, particularly at water treatment facilities, and be prepared to partner with pre-qualified environmental firms to submit joint proposals for the subsequent RFP.
