Site work and paving for a mixed-use development in Kill Devil Hills, North Carolina. Completed plans call for site work for a road / highway; sidewalk / parking lot; and water / sewer project.

Bids are requested for a Street and Stormwater Improvement Project titled "West First Street & East First Street, Infrastructure Improvements." The work on West First Street includes overlay and reconstruction of pavement, installation of new sidewalk, replacement of watermain, fire hydrants, and valves as indicated in the plans. Concrete work consists of partial removal and construction of new driveway segments and construction or replacement of curb and gutter at specified intersections. Storm drainage improvements include installation of HDPE pipe and "sock drain," associated drainage structures, and grass swales throughout the project area. All areas require incidental clearing, pavement cuts/patch, reseeding, and restoration. The approximate quantities are: 1,990 linear feet of pavement overlay/reconstruction, 2,280 linear feet of new sidewalk, 2,900 linear feet of waterline, and 650 linear feet of stormwater pipe. East First Street is to be bid as an additive alternate. The scope includes mill and fill of pavement, installation of new sidewalk and curb and gutter, partial removal and construction of new driveways, and road widening. Approximate quantities: 970 linear feet of pavement overlay/reconstruction, 870 linear feet of new sidewalk, and 23 linear feet of stormwater pipe. Bidders are instructed that a mandatory pre-bid meeting will be held at the specified location and time. Bids from those who do not attend the meeting will be rejected. Contract documents may be obtained from the indicated addresses or by phone. On or about Thursday, May 28, 2026, based on the Board's approval, the Town Manager approves the award and the Notice of Award of the contract shall be issued by the Engineer, and the Engineer shall forward the contract to the Contractor for execution.
