The proposed Project consists of safety improvements at 12 signalized intersections, 19 non-signalized intersections, and two roadway segments along Iris Avenue and John F. Kennedy Boulevard. The improvements are consistent with Caltrans Local Roadway Safety Plan (LRSP) emphasis on systemic safety enhancements and the implementation of proven, low-cost safety countermeasures. Improvements at the signalized intersections include upgrading traffic signal hardware-such as signal lenses, retroreflective backplates, mounting configurations, signal size, and signal head quantity-to enhance visibility and operational performance. In addition, signal timing and phasing will be modified to implement Leading Pedestrian Intervals (LPIs) to improve pedestrian safety by increasing pedestrian visibility and reducing vehicle-pedestrian conflicts. At the non-signalized intersections, the Project includes upgrading intersection pavement markings to improve guidance and conspicuity, as well as installing advance warning flashing beacons and Rectangular Rapid Flashing Beacons (RRFBs) to enhance driver awareness of pedestrian crossings and intersection approaches. Roadway segment improvements include the installation of delineators, reflectors, and object markers to improve roadway delineation, along with impact attenuators to shield fixed objects and reduce the severity of run-off-road crashes.
