Pursuant to Section 287.055, Florida Statutes, the Consultants' Competitive Negotiation Act (CCNA), the Board of County Commissioners of Martin County, Florida, is requesting Statements of Qualifications (SOQs) for professional consulting services for an Owner's Representative (OR) in connection with an unsolicited Public-Private Partnership (P3) project for the Martin County Operations Facility, consisting of a 114,000 +/- SF building. The Board of County Commissioners has approved entering into a Comprehensive Agreement with the P3 proposer. The County seeks an experienced OR to provide independent technical, administrative, and advisory services during project implementation. The OR shall serve in an advisory capacity only and will not perform construction services or assume responsibility for construction means, methods, techniques, sequences, or procedures. The OR shall act in the County's best interest to ensure the project is executed in accordance with the Comprehensive Agreement, applicable laws and regulations, and County standards, while protecting the County's financial, operational, and long-term interests. The County recognizes fair and open competition as a basic tenet of public procurement. Contractors doing business with the County are prohibited from discriminating on the basis of race, color, creed, national origin, handicap, age or sex.
