As of May 8, 2026, project is not yet awarded. Potential contractors must acquire the bidding documents through High Tide Environmental in order to be eligible to submit a Bid Proposal. The project generally consists of the asphalt overlay of the court area, re-lining of the basketball court, replacement of backboards and rims, creation of a concrete area, as well as the supply, delivery, and installation of a trash can, bike rack, and benches. Sealed bids must be submitted using the official Bid Package, which must be obtained electronically by emailing HTEnv@outlook.com and identifying "FCHA - Basketball Court Improvement Project" in the subject line. Sealed bids submitted using anything other than the official Bid Package will be rejected and returned. Each bid must be accompanied by a bid guarantee in an amount equal to five percent of the bid price, supplied as a bid bond from a Surety or a certified good faith check from a bank authorized to do business in the Commonwealth. The successful bidder must furnish acceptable Performance Bonding and Payment Bonding, each valued at 100% of the contract amount, and must carry appropriate insurances including Workers' Compensation Insurance. Only companies attending the mandatory pre-bid conference will have their bids opened. The Franklin County Housing Authority reserves the right to complete the work in phases or award only a portion of the project. The Housing Authority reserves the right to reject any and/or all bids and to waive irregularities in any bid. Award will be made to the lowest responsive and responsible bidder whose bid meets or exceeds the criteria established within the contract documents. No bid may be withdrawn for sixty days after opening.
