All proposals should clearly indicate the name of the project and the key contact submitting on behalf of the firm. Respondents are required to indicate any disputes or claims in the last five years as part of their submission. Respondents must also outline their safety record, any relevant safety issues, and relevant safety protocols for the project, including providing their EMR (Experience Modification Rate) rating. Question Deadline 04/28/2026 at 5:00 PM ET Responses to Questions May 1st, 2026 Respondents may submit questions to LFUCAB pertaining to this RFQ. Questions must be submitted via e-mail to Cliff Skees (cskees@bluegrassairport.com) and Mark Day (mark.day@hdrinc.com) and Raymond Bruno (Raymond.bruno@stantec.com) Respondents must submit an executive summary that provides an overview of the information presented in the SOQ, intended to familiarize reviewers with the content in plain language and introduce the SOQ. Respondents shall identify projects performed by the Principal Participants, the Lead Designer (if not a Principal Participant), and Major Subcontractors demonstrating experience, knowledge, capability, and capacity to execute the Project successfully. Emphasis should be placed on any projects they completed together, projects using design-build services with a similar scope of work, risks, third-party considerations, and collaborative approaches to design, construction, and successful price negotiation expected for the Design-Build method to be used on this Project. For project experience, provide at least three projects for each Principal Participant and the Lead Designer (if not a Principal Participant). Project descriptions should highlight experience in the last five years relevant to the Project. For Principal Participants, the projects must have reached final acceptance as defined by the requirements of the submitted projects, with the exception that no more than one project per Principal Participant may be included that has not reached final acceptance. Lexington-Fayette Urban County Airport Board (LFUCAB) is issuing this Request for Qualifications (RFQ) to obtain statements of qualifications from firms interested in serving as the Progressive Design-Builder under a Design-Build Agreement ("PDB") for the Rental Car Ready Return Facility for Blue Grass Airport (LEX) in Lexington, KY. Blue Grass Airport is experiencing significant growth and increase in aviation demand. As a part of the terminal area plan improvements, LEX will encounter growth in rental vehicle operations and parking demands, including a new separate ready return facility. The new ready return facility is an enabling project that must be completed prior to the demolition of the existing rental facility to enable future terminal improvements and expansion. Therefore, the ready return garage is critical to meeting desired timelines as shown in the Proposed Schedule attached. Project Goals 1.1.1. The facility and its design shall embody the Mission, Vision and the Core Values of the Airport. 1.1.2. Ensure that the facility design incorporates the latest trends and best practices in delivery of similar projects. 1.1.3. Ensure that the facility and its design promote satisfaction of passengers through customer-centered design. 1.1.4. Manage integration between new and existing conditions of the facilities. 1.1.5. Manage costs and complete the Project within budget and schedule. 1.1.6. Conduct safe construction of the Project, including ensuring worker safety and the safety of passengers and staff. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The value range for this project is between $45-$50M.
