This is a service blanket purchase agreement to provide comprehensive uninterruptible power supply support services, including routine maintenance, emergency repairs, corrective maintenance, and replacement or upgrade of outdated parts or equipment. The contractor shall furnish all labor, materials, parts, tools, equipment, supervision, and technical expertise necessary to maintain UPS systems in full operational status throughout the period of performance. Services include 24/7/365 emergency repair support, with a qualified technician providing a telephone response within four hours of an emergency service call and on-site response within twenty-four hours if remote resolution is not possible. The contractor shall diagnose system failures, provide cost estimates for restoration, and perform all required repairs, including replacement of failed components. The contractor shall also respond to corrective maintenance requests within eight hours and provide two preventive maintenance services annually, scheduled at the Government's convenience. Preventive maintenance includes detailed visual inspections, mechanical and electrical checks, verification of rectifier, inverter, static switch, and power supply performance, system functional testing, calibration, and confirmation of environmental conditions. Annual battery maintenance is required and includes voltage measurements, impedance testing, load testing, inspection, cleaning, re-torquing of connections, and documentation of battery condition. The contractor shall provide detailed service reports in PDF format within one week of service completion and immediately report any deficiencies with proposed corrective actions. The contractor is responsible for proper containment, characterization, removal, and disposal of all hazardous and non-hazardous waste generated, including spill cleanup, in compliance with all applicable federal, state, and local laws, at no additional cost to the Government.
