Sealed bids are requested for furnishing all labor, material, and performing all work for the "2026 ASPHALT PROGRAM" in the Village of Glenwillow, Ohio. The contract documents, plans, specifications, and bid blanks are available for examination by prospective bidders at the office of the Finance Director and online. Bid documents, specifications, and drawings must be purchased to become a Registered Bidder, and bids must be made on forms furnished by the Village Engineer or exact copies. Each bid must include the name of every person interested and be accompanied by a Bid Bond, Certified or Cashier's Check drawn on a solvent bank, payable to the Village, in an amount equal to 10% of the bid, as a guarantee that the bidder will enter into a bona fide contract if awarded. If the successful bidder fails to enter into a contract and execute the required Performance Bond, the guarantee will be retained by the Village as liquidated damages. Checks from unsuccessful bidders will be returned as soon as the contract is awarded, signed, and performance bond furnished, or within ten days from the closing time for receipt of bids. The bid of the second lowest and best bidder may be retained until the successful bidder finalizes the contract. If the successful bidder does not enter into contract within ten days from the award, the Council may award it to the second lowest and best bidder or reject it. All bids must be enclosed in a sealed envelope addressed to the Finance Director of the Village of Glenwillow and bear the endorsement "Proposal for the 2026 ASPHALT PROGRAM." No bid may be withdrawn for at least ten days after the scheduled closing time for receipt of bids. The Village reserves the right to accept or reject any or all bids, and will consider all elements in determining the qualifications and responsibility of any bidder. The award, if made, will be to the lowest and best bidder whose proposal complies with all requirements.
