The City of Alton, Illinois invites sealed bids for the demolition of buildings in accordance with the provisions, specifications, and bidding instructions set forth in this Invitation for Bid. Bids must be submitted in a sealed envelope, addressed as specified, and must be received before the closing date and time. All responses must be made on the provided forms, with all blank spaces filled in ink or typewritten, completed and signed by an authorized individual. Contractors must provide a written guarantee that all work conforms to the requirements of the specifications. The contract will be awarded on a quality versus price basis, considering the responsibility of the Contractor, as determined by the City Council. Awards will not be made on an "all or nothing" basis but may be awarded per address unless indicated otherwise. Consideration will be given to modern practices, efficiency, and workmanship, and no award will be made for any service that does not fulfill the project requirements. If the services offered differ from the specifications, such differences must be explained in detail. The City of Alton reserves the right to reject any or all bids or parts thereof, accept any bid or part thereof, or to waive informalities as deemed in the best interest of the City. All necessary paperwork, including certificates of insurance and a signed contract, must be received and in order before work may begin, or the bidder may be disqualified.
